Where plans and paths are developed so that the zakat funds are directed to comprehensive development and allocate part of it to productive projects owned by the poor (where there are collective fatwas that allow this) and allocating part of it to the debtors gives the protection fund (takaful) and thus reduces the percentage of contributions taken from borrowers
